You bring up a very good point. I hadn't thought of it like that but agreed, it seems difficult to recreate that part of the decision making process. I can see it both ways, really, and it might not be fair to include it in the tie breaker. Durant may want to be THE guy and would prefer a place with fewer players at his position; he could also not care at all about roster make up and/or would prefer place with a better complimentary cast.
I don't know if there would be a way to improve that particular element - maybe it'd best to just take it away.
