before we can start the draft we need to finalize the rules. i'd like to thank everybody who participated in the discussion and helped make this league even better. there are 6 rules that need deciding. vote is public and ends after all 16 gms have voted. you can change the way you voted as long as the vote is running
1. Roster changes:
a) daily
b) weekly
2. Lottery weights (we are proceeding under the assumption that we will have 8 teams in the play-offs):
a) anitanking wigths
1st in the play-offs gets 16th pick
2nd 15th pick
4th 14th pick
6th 13th pick
8th 12th pick
3rd in the play-offs gets 2% chance to win the lottery
5th in the play-offs gets 4% chance to win the lottery
7th in the play-offs gets 2% chance to win the lottery
3rd, 5th and 7th get those odds to give those who get eliminated from running for the title something to play for
9th -12th in the regular season standings get 12% chance to win the lottery
13th -16th in the regular season standings get 11% chance to win the lottery
b) more traditional weights
9th-12th in the regular season standings get 9% chance to win the lottery
13th-16th in the regular season standings get 16% chance to win the lottery
3. Draft options:
a) open auction
at the start of the draft all players are treated as free agents and any gm can bid on any player. in this process all teams would have to remain within the limits of salary cap, but maximum contracts rule would be not be implemented during the draft. fas would have to be split into groups based on some ranking system (cafe's mock draft for instance) and added into the fa pool periodically in order to prevent a complete chaos with 20 guys bidding on 400+ players at the same time. that way everyone has complete control over their own team from the start.
b) limited auction
it is basically the same as a) with one significant difference and that is that maximum contract restriction would be present during the draft. this means that nobody will be allowed to cripple their team in one easy move, but at the same time it presents us with a new problem. what happens in the case of deadlock? if 2 or more people both offer maximum contracts to a same player we need to have a way of breaking the tie. i thought about this extensively and even consulted a friend who is good with these kind of problems, but in the end i've come up with only one solution. when a dead lock happens gms who are in the deadlock (regardless of if it's 2 or more people) will have certain amount of time to bid on other players and try to build as good a team as possible with what cap they have remaining. after that amount of time passes their rosters will be compared as if in a roto league (based on last year averages) and the one who wins a 9 cat match up gets the contested player.
c) hybrid auction
it also is very similar to a) with 2 differences: a) when a gm bids on a certain player and decides to go over the max (20m) that bid would count against the cap only in year one, in year 2 it would go down to agreed max of 20m. this way no one can bid 40m per on a player, over 4 years and destroy his team for such a long time. he is still handicapped by being left with just 25m to come up with the rest of his roster in the bidding/draft; b) if a gm goes over the max he can no longer offer 4 year contract. if his offer is in the 20-30m range he has to offer 3 year contract (initial bid of 20-30m in year one, 20m in years 2 and 3). if his offer is in the 30-40m range he can only offer 2 year contract (initial bid of 30-40m in year one, 20m in year 2). if he offers 40m+ he can only offer one year contract. these contract length restrictions serve as additional punishment in order to discourage gms from going over the max
4. Minimum salary
a) no minimum salary limit
b) 44M season and 10M off-season minimum salary limit
5. Waiving rules
a) waived player's salary counts against team's cap 100% until the end of his contract
b) waived player's salary counts against team's cap 75% the first year and 50% for subsequent years
6. Salary cap rewards
a) no rewards
b) 1 year rewards applied to the soft cap (4M for regular season champ, 3M for runner up, 2M for 3rd place, 1M for 4th place)
c) 2 year rewards applied to the soft cap (4M for regular season champ, 3M for runner up, 2M for 3rd place, 1M for 4th place)
