2. no (please explain whether 10 moves means 10 times you can activate a player, 10 times deactivate, or 10 times total of both)
3. Yes (I don't think it matters whether the average salary is over 2 decimals, but things would be cleaner if the YEARLY salaries were 2 decimals or less)

A note on the IL issue: 10 moves a year is unnecessary and limiting. Whenever you make a trade, you may want to change who is on that list. When you sign a new free agent, you may want to put them on the list and take another player off. You may have rookies on your team who suddenly get more playing time and vice versa, and for each situation you want to take the player off of the list or put them on. When players on your team are injured for a week, you will want to put them on the list (this could occur 5 or more times alone) and take another player off. When players who aren't on your team are injured and open up playing time for a guy on your IL list, you will want to make a change.

All of these situations are understandable and acceptable uses of IL, not an attempt to gain more games, and I see it likely that they could occur more than 10 times in the season.

If it's that big a deal why aren't we just playing games limit? That way the IL isn't a problem at all since there's no games to be gained.

Well, it is an H2H. I'd hate to see a team lose out on some games simply because they drafted a very versatile roster.

2. If the IL lasts a week then there should be no limit.
3. No chance this should actually matter at all for the average salary. To somehow get your salaries to be able to equal an exact 2 decimal places is ludicrous, way too complicated, and next to completely irrelevant, and makes everyone do worse, and make way more invalid bids for no purpose. It's only purpose is to complicate our lives and does not actual hold any real benefit.
Yearly can be kept at 2 decimal places yes.
