Morris Day is up for draft. Team Weiner can offer the minimum without worrying about it impacting his ability to draft later players; he can always offer the minimum.Team Frank will be hesitant to offer the minimum because it causes him to only be allowed to offer the minimum later on, he wants to offer a player who is coming up later 500K. Because Team Frank spent his money more slowly, he is at a disadvantage when bidding on minimum players while teams over the cap have unlimited access to this.

Yeah, I don't like this. It definitely gives a decent sized advantage to people who've spent there money already. And like I said I don't like the idea that anyone is allowed to go over the soft cap during the draft since it was explicitly stated that you couldn't in the rules.
