If you answered no number 3, then all a yes here does is lower the cost of upping a min bid - there's no other repercussion, as everyone has the same chance to place min bids. The capped guy isn't winning a 'match' remember, so this question is only about outbidding FCFS min bids by capped players. It's entirely in favour of the players with remaining cap, and is supposed to balance the fact that the capped guys are likely to be bidding the min a lot.
You're right. I read it backwards. More as opposed to less.
