***next year free agency***

we have several issues for next season that we need to decide on. those who are not interested in participating in league customizing can skip these threads. they will be required to vote if there is a need for it, but they lose any right to complain after the decisions are made. i'd like to have these issues resolved asap because they will all affect our strategies heading into next off-season. as fernis said on one occasion, this is beta testing year for the league so we should try to change/improve rules and settings at every chance we get

next year all teams are going to have free agents so we need to decide how we are going to treat them. some of you might think this to be trivial and if you do i'm certainly not gonna be the one to explain you why it is not, but i will tell you that our decision will have absolutely huge ramifications on how your team will look after the free agency. ignore this thread at your own risk.

first we need to decide when to start free agency and when to hold the rookie draft (not the dates obviously, but in general). i propose that we start free agency after we complete rookie draft and that we do our rookie draft after nba holds real rookie draft.

then we have to decide on the order of players entering the bidding pool. every gm can have no more then one unrenounced (read on) free agent in the pool at one time. there are two ways we can do it:
1) allow gms to decide the order of their own free agents entering the bidding pool, prior to the start of free agency (either by publicly posting the order or secretly by sending the list to a cafe member who is not participating and who will post all the lists at the same time)
2) insert free agent into bidding pool based on some list (cafe mock or bbm for instance)

option 2) is very simple, but option 1) requires some additional clarifications. if we decide to go with 1), gms will have to leave out free agents that they don't want to retain off their list. all those on the list would enter the pool with min offer from their former owners (former owners are of course allowed to outbid those initial offers if they so choose) and bidding would go from there

also players who were not owned at the end of the season and those renounced (in case of 1)) would go into different pool that will work in the same way as draft auction did (every team can nominate one at a time...). do we run those two auctions at the same time or not?

my original goal when i was starting this league was to have 30 teams. that has not changed, i still hope to eventually get to that number even if that means that we need to reduce number of roster spots per team as we expand. however i don't want to force anything onto anyone. if majority decides against expansion, i will respect it
0) do we do it at all?
1) do we hold it after year one, or after year two?
2) how many new teams do we accept?
3) number of teams do we want to reach?
4) what kind of protection do old teams get for their players?

protection options mentioned so far:
a) every team can lose up to a predetermined number of players to expansion teams
b) every team can protect predetermined number of players
c) every team can protect players that take up to predetermined amount of cap space (what do we do with free agents in this case?)
d) expansion teams start year one with reduced soft cap limit
e) any combination of the above 4 options

how expansion draft will look:
-auction where selected player's old contracts are voided and they are signed to the new ones based on the auction
-snake draft where all selected players keep their salaries on new teams

if we decide to do do an expansion we should probably hold expansion draft/auction after the rookie draft, but before free agency

lottery chances would have to be changed. i think that expansion teams should get chances equal to the old teams with best percentages of winning the lottery

do we change cap values when we accept new teams in order to prevent significant amount of money entering the league? for instance keep total sof cap (currently 16*65) unchanged by making it 16*65/20(if we decide to accept 4 expansion teams)=52M and hard cap in the same way

do we give teams that lose players through expasnion tpes (taken player exceptions) in the amount of lost player's contract that can be used in trades or renounced in order to regain cap space?
i think it's needless to say that this issue affects us all in a big way so ignore this one at your own risk

team direction rule was criticized earlier and i agree that we should be able to find a better solution, here's the rule as it stands today:

"direction" of the organization is gonna be measured by efficiency of its money spending. to determine team's efficiency its salary will be divided by total cat wins from a previous season and teams will be ranked according to the results


we can modify it, replace it completely with a different rule(s) or just remove it and go with 3 factors we have (preference for resigning, team success, pt). so let me hear some ideas

***min offers rule***

now that the auction is over we can resolve this issue once and for all, in the way that it should have been done from the beginning. i think that we should reduce min offers that capped out teams can make to free agents to 200k while keeping 250k min for teams with cap space. that way there is no matching min deals which was the problem we had during the auction. the root of the problem was that capped out teams min was equal to min of teams with cap space so i think that this is by far the best solution. i anybody has any objections let me know
btw all salaries count towards the cap 100% now that auction is over (that means that those 250k and 260k contracts now count against the cap of the non capped out teams)
