With support from silentjim and fenris, I've removed the concept of cap holds on bird rights FAs from the rules. Because free agency will begin tonight, it was necessary to implement this quickly. The reasons for this rule change are:
1. Cap holds on FA's, combined with the pool auction system that we are implementing, result in an uneven playing field for the preseason auctions. The amount of cap space a given team would have at any given time was heavily influenced by chance. This is an inherently unfair system.
2. It was unclear what benefits, if any, FA cap holds have for the SCL now that we have removed the soft cap.
3. Keeping track of who has how much cap space with a cap hold system in place requires a significant effort.
Note that cap holds still exist in the game. They are generated when a player is dropped, bought out etc...
