I thought 20M was the hard maximum per year, which means the tie break system decides where every max player goes. (Ouch) If not, then yes, Bird Rights on max contracts are unbeatable.

The other salary cap league I'm in uses the following system to evaluate bids, which combines dollar value with some of the other elements we have in our tie break...

$1M average guaranteed salary (years before a team option) = +1.0 points
$1M average guaranteed salary (year after a team option) = +0.5 points
$1M average non-guaranteed salary = +0.25 points
1-year contract (excluding options) = -15%
2-year contract (excluding options) = 0%
3-year contract (excluding options) = +16.5%
4-year contract (excluding options) = +25%

Own free agent = +1.0 point
Offer made by champion = +10.0% (up to a maximum of +1.0 point)
