He wasnt eligible by league rules to be drafted in 2009 so yes he should be a free agent.

Is 20 Million always the max, or are we still allowed to increase in the second and third years? And if so does that mean bird's rights are almost impossible to beat?

I thought 20M was the hard maximum per year, which means the tie break system decides where every max player goes. (Ouch) If not, then yes, Bird Rights on max contracts are unbeatable.

The other salary cap league I'm in uses the following system to evaluate bids, which combines dollar value with some of the other elements we have in our tie break...

$1M average guaranteed salary (years before a team option) = +1.0 points
$1M average guaranteed salary (year after a team option) = +0.5 points
$1M average non-guaranteed salary = +0.25 points
1-year contract (excluding options) = -15%
2-year contract (excluding options) = 0%
3-year contract (excluding options) = +16.5%
4-year contract (excluding options) = +25%

Own free agent = +1.0 point
Offer made by champion = +10.0% (up to a maximum of +1.0 point)
Offer made by runner-up = +7.5% (up to a maximum of +0.75 point)
Offer made by playoff team = +5.0% (up to a maximum of +0.5 point)
Offer made by top 12 team = +2.5% (up to a maximum of +0.25 point)
